EVALUASI TANTANGAN IMPLEMENTASI REKAM MEDIS ELEKTRONIK MENGGUNAKAN METODE HOT FIT PADA LAYANAN RAWAT JALAN DI KLINIK PUSDIKARHANUD

Transformasi digital di bidang kesehatan mendorong fasilitas pelayanan kesehatan untuk mengadopsi Rekam Medis Elektronik (RME) guna meningkatkan efisiensi dan mutu pelayanan, khususnya pada layanan rawat jalan yang memiliki volume kunjungan tinggi. Namun, implementasi RME masih menghadapi berbagai tantangan dari aspek manusia, organisasi, dan teknologi. Penelitian ini bertujuan untuk menganalisis tantangan penerapan RME di layanan rawat jalan Klinik Pusdikarhanud menggunakan pendekatan Human, Organization, and Technology-Fit (HOT-Fit). Metode yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan dokumentasi. Informan terdiri dari informan kunci, yaitu Kepala Klinik, serta informan utama yang meliputi petugas rekam medis, perawat, bidan, dokter, dan apoteker. Analisis data dilakukan dengan model Miles dan Huberman melalui tahap reduksi data, penyajian data, serta penarikan kesimpulan. Hasil penelitian menunjukkan bahwa dari aspek human, tantangan utama terdapat pada fase awal adaptasi dan keterbatasan pelatihan, meskipun kemampuan pengguna meningkat seiring pembiasaan. Dari aspek organization, dukungan manajemen sudah baik, namun konsistensi pengisian data antar unit masih perlu ditingkatkan. Dari aspek technology, infrastruktur dasar sudah tersedia, tetapi stabilitas sistem dan ketergantungan pada jaringan internet masih menjadi kendala. Secara keseluruhan, penerapan RME memerlukan penguatan pada aspek pelatihan, sarana prasarana, dan stabilitas sistem agar dapat berjalan lebih optimal dan berkelanjutan.
