Evaluasi Implementasi RME Rawat Jalan RSU Fitri Candra Wonogiri Berbasis HOT-Fit

Implementasi Rekam Medis Elektronik (RME) merupakan bagian penting dari transformasi digital pelayanan kesehatan, khususnya pada pelayanan rawat jalan yang melibatkan berbagai unit kerja dan membutuhkan ketersediaan data yang cepat, akurat, serta terintegrasi. Keberhasilan penerapan RME tidak hanya ditentukan oleh ketersediaan aplikasi, tetapi juga dipengaruhi oleh kesiapan pengguna, dukungan organisasi, kualitas teknologi, dan manfaat yang dirasakan. Penelitian ini bertujuan untuk mengevaluasi implementasi RME pada pelayanan rawat jalan RSU Fitri Candra Wonogiri menggunakan model HOT-Fit. Penelitian ini menggunakan metode kualitatif deskriptif. Informan penelitian berjumlah 11 orang yang terdiri dari petugas pendaftaran, perawat poli, petugas farmasi, kasir, laboratorium, radiologi, rekam medis, dokter poli, IT, kepala instalasi rekam medis, dan manajemen. Data dikumpulkan melalui wawancara, observasi, dan telaah dokumen, kemudian dianalisis melalui reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa aspek Human sudah cukup baik karena pengguna merasa RME mudah digunakan dan membantu pelayanan, tetapi pelatihan belum dilakukan secara rutin. Aspek Organization menunjukkan adanya dukungan manajemen dan IT, namun belum terdapat SK pengelola RME dan SOP masih dalam proses penyusunan. Aspek Technology menunjukkan bahwa sistem cukup mudah digunakan dan fitur cukup lengkap, tetapi masih terdapat kendala jaringan, downtime, dan data pelaporan yang perlu diolah manual. Aspek Net Benefit menunjukkan bahwa RME mempercepat pelayanan, mengurangi duplikasi data, memudahkan pencarian data pasien, dan meningkatkan efisiensi kerja. Implementasi RME telah berjalan cukup baik, tetapi masih memerlukan penguatan tata kelola, pelatihan berkala, stabilitas sistem, dan pengembangan fitur pelaporan.
